CCTV News: According to the website of the Ministry of Commerce, on December 31, the spokesperson of the Ministry of Commerce responded to reporters’ questions regarding safeguard measures against imported beef.

A reporter asked: We are concerned that the Ministry of Commerce issued an announcement on December 31, 2025, taking safeguard measures on imported beef. Can you introduce the relevant situation?

Answer: In response to the application of the domestic industry, the Ministry of Commerce filed a case on December 27, 2024, and launched a safeguard measure investigation into imported beef. After the case was filed, the Ministry of Commerce conducted an investigation in accordance with laws and regulations, extensively listened to the opinions of all interested parties, comprehensively and prudently evaluated and analyzed relevant evidence and materials, and formed an objective and fair investigation conclusion.

On December 31, 2025, the Ministry of Commerce issued an announcement, ruling that the increase in the amount of imported beef had seriously damaged China's domestic industry, and that there was a causal relationship between the two. It decided to implement safeguard measures on imported beef in the form of "country quotas and additional tariffs beyond the quota", with an implementation period of three years. During the implementation period, the number of country quotas will increase year by year.

The implementation of safeguard measures on imported beef is intended to help the domestic industry tide over difficulties in stages, rather than to restrict normal beef trade. The Chinese market is always open, and we have broad space for cooperation with our trading partners in beef trade. China is willing to work with all parties to maintain a healthy and stable international trade environment.
