On November 1, President Xi Jinping emphasized at the second phase of the 32nd Asia-Pacific Economic Cooperation (APEC) Leaders' Informal Meeting.

People have noticed that during this trip to South Korea, President Xi Jinping mentioned artificial intelligence many times, from bilateral meetings with heads of state to delivering a written speech to the Business Leaders Summit and attending informal leaders’ meetings.

The meeting issued outcome documents such as the "APEC Artificial Intelligence Initiative", and the "2025 APEC Leaders' Gyeongju Declaration" stated: "Recognizing that artificial intelligence will reshape economic models and lifestyles, it may also bring new challenges" and "call for improving the safety, accessibility, credibility and reliability of artificial intelligence technology."

Artificial intelligence is an important driving force for a new round of scientific and technological revolution and industrial transformation, and will have a profound impact on global economic and social development and the progress of human civilization. Deepening international cooperation in the development and governance of artificial intelligence is of great significance to promoting the healthy development of artificial intelligence, promoting world economic growth, and improving the well-being of people in all countries.

Since the "14th Five-Year Plan", China has adhered to innovation-driven development and seized the opportunities of the scientific and technological revolution, and its comprehensive strength in artificial intelligence has achieved an overall and systematic rise. Data shows that China’s number of artificial intelligence patents accounts for 60% of the world’s total, and the number of generative artificial intelligence users exceeds 500 million. At the same time, China has established a national artificial intelligence industry investment fund with a total scale of 60 billion yuan, compiled regulations for the management of ethical services for artificial intelligence technology, and established the China-BRICS Artificial Intelligence Development and Cooperation Center to promote the continuous improvement of the industrial ecology.

President Xi Jinping once profoundly pointed out that artificial intelligence can be an international public good that benefits mankind. It is necessary to promote all parties to strengthen the docking and coordination of development strategies, governance rules, and technical standards, and to form a global governance framework and standards with broad consensus at an early date.

The "15th Five-Year Plan" recommendations reviewed and approved by the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China proposed to fully implement the "Artificial Intelligence +" action, use artificial intelligence to lead the transformation of scientific research paradigms, strengthen the integration of artificial intelligence with industrial development, cultural construction, people's livelihood security, and social governance, seize the commanding heights of artificial intelligence industry application, fully empower thousands of industries, and make clear arrangements for strengthening artificial intelligence governance.

In July this year, the Chinese government proposed the establishment of a World Artificial Intelligence Cooperation Organization, with preliminary consideration given to establishing its headquarters in Shanghai. In September, at the "Shanghai Cooperation Organization+" meeting, President Xi Jinping stated that China is willing to work with all parties to build an artificial intelligence application cooperation center and share the dividends of artificial intelligence development.

At this APEC meeting, President Xi Jinping once again stated his far-reaching considerations: "China proposes the establishment of a world cooperation organization on artificial intelligence, hoping to actively provide artificial intelligence public goods to the international community through cooperation in development strategies, governance rules, technical standards, etc. China is willing to work with all members of APEC to jointly enhance the Public artificial intelligence literacy and bridging the digital and intelligence gap in the Asia-Pacific region.”

On important occasions such as the APEC meeting, making China’s voice and proposing Chinese solutions to promote the development and governance of artificial intelligence reflects the vision and responsibility of leading the development trend of scientific and technological revolution and industrial transformation, and actively promoting global governance to adapt to technological changes.
