Joint Statement between the People's Republic of China and the Kingdom of Tonga

At the invitation of President Xi Jinping of the People's Republic of China, King Tupou VI of Tonga will pay a state visit to China from November 21 to 27, 2025.

During the visit, President Xi Jinping of the People's Republic of China met with King Tupou VI, and Premier Li Qiang and Chairman of the Standing Committee of the National People's Congress Zhao Leji met with King Tupou VI respectively. The two sides exchanged in-depth views and reached broad consensus on continuing the traditional friendship between China and Tonga, deepening practical cooperation between the two countries such as high-quality joint construction of the "Belt and Road", and international and regional issues of common concern.

1. The two sides spoke highly of the rapid development of bilateral relations since the establishment of diplomatic relations between China and Tonga 27 years ago, and agreed that the further development of China-Tonga relations in the new era faces important opportunities, which will bring more benefits to the two peoples and will be conducive to promoting peace, stability and development in the Pacific island countries. The two sides are committed to deepening the comprehensive strategic partnership of mutual respect and common development between China and Tonga.

2. Tonga congratulates China on its major achievements in development during the 14th Five-Year Plan period under the leadership of President Xi Jinping, and believes that the 15th Five-Year Plan will provide new strategic guidance for Chinese-style modernization and provide more certainty, stability and new opportunities for the development of countries including Tonga. China congratulates the 150th anniversary of the promulgation of the Tongan Constitution and wishes the Tongan people continue to achieve new achievements in economic and social development under the leadership of King Tupou VI and the Tongan government.

3. The two sides agreed to continue to give play to the strategic leading role of heads of state diplomacy in bilateral relations, further intensify exchanges at all levels and in all fields, expand exchanges and cooperation between government departments, legislative bodies, political parties and local governments, and continue to strengthen the exchange of experience in governance and development.

Fourth, the two sides reiterated that they will continue to enhance political mutual trust, firmly pursue the foreign policy of equality between countries regardless of size, strength, wealth, and poverty, firmly support each other in independently choosing a development path that is consistent with their own national conditions, and firmly support each other on issues involving each other's core interests and major concerns. Tonga reaffirms its adherence to the one-China principle, recognizes that there is only one China in the world, Taiwan is an inalienable part of China's territory, and the government of the People's Republic of China is the only legitimate government representing all of China. It firmly opposes any form of "Taiwan independence" and firmly supports the Chinese government in achieving national reunification. It believes that the authority of United Nations General Assembly Resolution 2758 cannot be questioned or challenged. Tonga firmly supports China’s stance on issues related to Hong Kong, Tibet, Xinjiang, and human rights.

5. The two sides spoke highly of the fruitful results of the high-quality joint construction of the "Belt and Road" and agreed to strengthen the alignment of the "Belt and Road" initiative with the "Tonga Strategic Development Framework III (2025-2035)" and other national development strategies, and expand practical cooperation in a wide range of fields such as trade and investment, agriculture, forestry and fishery, infrastructure, and clean energy. China will continue to provide assistance to the best of its ability for Tonga to achieve independent and sustainable development. China's cooperation with Tonga is based on Tonga's needs, adheres to development priority, is open and inclusive, and does not target third parties. Tang expressed its recognition and appreciation for this.

6. The two sides congratulated on the signing of the "Framework Agreement on Enhanced Economic Partnership between the Government of the People's Republic of China and the Government of the Kingdom of Tonga" and looked forward to promoting the negotiations as soon as possible to achieve mutually beneficial and win-win results. China welcomes more characteristic and high-quality products from Tonga to enter the Chinese market and encourages Chinese enterprises to invest and start business in Tonga.

7. The two sides agreed to expand exchanges and cooperation in education, medical care, tourism, sports, youth, media, local and other fields, and continue to enhance people-to-people bonds. Both sides welcome new progress in medical referral cooperation between the two countries. China will continue to send Chinese medical teams to Tonga and send more doctors of traditional Chinese medicine to extend the "Shennong Tastes Hundreds of Herbs in the New Era" project to Tonga. China will continue to provide Chinese government scholarships and various training places to Tonga, and provide support for Chinese teaching in Tonga.

8. Both sides are willing to carry out maritime cooperation on the basis of equality, mutual trust, and mutual benefit. The two sides agreed to deepen pragmatic maritime cooperation in the fields of ocean observation and forecasting, ocean disaster prevention and reduction, marine ecosystem protection and restoration, marine spatial planning and the development of blue economy, and strive to build a maritime community with a shared future.

9. Both sides agreed that climate change is a global challenge and that all countries should adhere to true multilateralism, work together to respond in accordance with the principles of fairness, common but differentiated responsibilities and respective capabilities, and jointly promote the full and effective implementation of the United Nations Framework Convention on Climate Change and its Paris Agreement. China is willing to actively align with the "Tonga Energy Roadmap" and further expand bilateral cooperation in green and low-carbon fields based on the successful cooperation in assisting Tonga's wind power projects. The two sides agreed to continue to strengthen practical cooperation in the field of disaster prevention, reduction and relief, and to strengthen multi-level exchanges under the "Belt and Road" international cooperation mechanism for natural disaster prevention and emergency management.

10. Tonga supports the global governance initiative proposed by President Xi Jinping and believes that on the occasion of the victory of the World Anti-Fascist War and the 80th anniversary of the founding of the United Nations, this important initiative comes at the right time and will help promote the construction of a more just and reasonable global governance system. Tonga reaffirms its support for global development initiatives, global security initiatives, and global civilization initiatives. Both sides agreed to strengthen communication and cooperation in international and regional affairs, promote the common values ​​of peace, development, fairness, justice, democracy, and freedom for all mankind, defend the international system with the United Nations as the core, the international order based on international law, and the basic norms of international relations based on the purposes and principles of the United Nations Charter, safeguard the multilateral trading system with the World Trade Organization as the core, oppose hegemonism and power politics, and promote an equal and orderly world multipolarization and universally beneficial and inclusive economic globalization.
