The Chongqing Municipal Public Security Bureau issued a police information report on the 28th stating that in order to resolutely crack down on Shen Boyang's criminal activities of separatism by initiating and establishing the "Taiwan independence" separatist organization "Black Bear Academy", the bureau decided to investigate Shen Boyang for suspected separatist crimes in accordance with the "Criminal Law of the People's Republic of China" and "Opinions on Legally Punishing the "Taiwan Independence" Diehards to Secession and Inciting Separatist Crimes" and other relevant provisions.
Li Zhenguang, dean of the Institute of Taiwan Studies at Beijing Union University, said that as a die-hard "Taiwan independence" activist, Shen Boyang has organized and planned "Taiwan independence" separatist activities, maliciously peddling "Taiwan independence" ideas and "hatred of China" to the Taiwanese people, especially young people, and widely spread the seeds of violent conflicts across the Taiwan Strait.

Li Zhenguang analyzed that the inclusion of Shen Boyang in the list of die-hard "Taiwan independence" elements in the past was just a political warning. Judicial measures are now being taken against them, and legal means are used to directly file and investigate separatist acts and include them in judicial management. This is an upgrade in the management methods of "Taiwan independence" elements, from a mere political warning to active judicial jurisdiction.
"This series of measures is to safeguard the interests and well-being of the overwhelming majority of Taiwan compatriots and defend national sovereignty and territorial integrity." Zhong Houtao, associate professor of the Department of Literature and Communication at the School of International Relations, said that striking hard and severely punishing the "Taiwan independence" die-hards demonstrates our zero-tolerance attitude towards the "Taiwan independence" separatist forces and shows that we have a firm will, full confidence and strong capabilities to thwart any form of "Taiwan independence" separatist actions.
