First, do your best to do a good job in the development of computing power clusters. Ningxia has superior resource conditions, and is the most suitable area in the country for building large data centers. It is also one of the eight major nodes of "East and West Computing". It has attracted a large number of leading enterprises such as Tencent and Baidu, as well as national ministries and commission data centers and intelligent computing centers to settle in Ningxia. Ningxia's intelligent computing scale, comprehensive computing power index and other indicators are leading in the country. There are now 25 large intelligent computing centers under construction. The second is to make every effort to empower the digitalization of the industry. Ningxia is striving to promote the construction of a pilot zone for ecological protection and high-quality development in the Yellow River Basin, and it is timely to give "digital wings" to thousands of industries. Deepen the digital transformation actions and accelerate the large-scale application of 5G, Internet of Things and other technologies. Now, 1 in every 10 industrial enterprises above the designated size in Ningxia has a smart factory or digital workshop, and the penetration rate is far higher than the national average. For example, Ningxia Shared Group is the world's first 10,000-ton intelligent casting 3D printing factory. Its core technology is independently developed, and its efficiency is 5 times higher than the traditional method and its cost is reduced by more than half.

The third is to make every effort to do a good job in the application of "artificial intelligence +". Ningxia has a good foundation for the development of "artificial intelligence +". In recent years, we have built national demonstration zones such as "Internet + Education", "Internet + Medical", and "Internet + Urban and Rural Water Supply", which have all played a good demonstration and leading role. At present, the "Artificial Intelligence +" action is being carried out in full swing, and artificial intelligence has been applied in many fields. For example, in the field of artificial intelligence + medical and health, an artificial intelligence-assisted diagnosis and treatment system was built in 2021 to provide diagnosis and treatment assistants to rural doctors in the district. Relying on artificial intelligence as a "big expert", the diagnosis and treatment level of rural doctors has been greatly improved. This year, all 81 second-level and above public hospitals in Ningxia were connected to the DeepSeek domestic medical model, which is an effective help for the diagnosis and treatment of doctors in public hospitals and has also improved work efficiency.

Developing the digital economy is a major decision of the Ningxia Party Committee and Government. By building the "four cornerstones", it supports the high-quality development of the digital economy.

First, adhere to planning and guidance. The digital economy development plan has been formulated, the "five special actions" and "ten key projects" have been implemented, the construction of data center clusters has been accelerated, the construction of national artificial intelligence application bases, the cultivation and expansion of artificial intelligence applications and big data industries have been strived to grow the digital economy by an average annual growth of more than 10%, and create a new engine for high-quality economic development.

The second is to strengthen policy support. We have successively introduced the "32" articles for the construction of Ningxia hubs, such as the "32" combination of gold-rich combination policies. For example, in terms of electricity use, we provide enterprises with price-competitive green electricity through the construction of green electricity parks; in terms of funds, we have arranged special bond funds and established industrial development guidance funds, insisted on investing early, small, and hard technology, and supported various digital economy entities to compete for development in Ningbo.

The third is to improve organizational guarantees. A high-standard leadership group was established to form a "five one" complete organizational system; a working mechanism of regular scheduling, multi-party collaboration, and upstream and downstream linkage was established to promote the implementation of planning tasks in the entire chain, in all aspects and in a strong manner.

The fourth is to build a cooperative open platform. Ningxia is an important node for jointly building the "Belt and Road" and is the only national computing power hub and Internet exchange "dual center" in the western region; as a "typical representative" of my country's east-west cooperation, Fujian-Ningxia cooperation has expanded to the field of digital economy; at the same time, the "Western Digital Valley" computing power industry conference has become an important cooperation and exchange platform for Ningxia to develop the digital economy.
