Guo Jiakun said that in order to further facilitate personnel exchanges between China and foreign countries, China has decided to expand the scope of visa-free countries, and from September 15, 2025 to September 14, 2026, a visa-free policy will be implemented for Russian people with ordinary passports. Russian people with ordinary passports come to China for business, travel, sightseeing, visiting relatives and friends, and exchange visits. They may pass through the country for no more than 30 days and may enter the country without visa.

Under the strategy of the two heads of state, China-Russia relations have maintained a high level of operation. China attaches great importance to the facilitation of personnel exchanges between the two countries, supports the strengthening of exchanges between the two countries, and makes positive contributions to promoting the comprehensive strategic partnership of cooperation between China and Russia in the new era.
