The Regulations on Ecological and Environmental Protection Inspection Work" was recently issued. Compared with the previous "Inspection Work Regulations", the Regulations issued this time have a higher level and are more authoritative.

The Regulations have eight chapters and forty-four articles. The contents of "organizational leadership and organizational responsibilities", "inspection objects and contents", "work procedures and methods", "inspection rectification" and other contents were determined. Chapter 6, "Using Inspection Results" clarifies the contents of the transfer of supervision accountability, assessment and rewards and punishments, and recovery and prosecution.

In 2019, the General Office of the Central Committee and the General Office of the State Council issued the "Regulations on the Central Ecological Environment Protection Inspection Work", which for the first time standardized inspection work in the form of party regulations. Compared with the previous "stipulations", this regulation is higher and more authoritative. As a basic and leading party regulations in the field of inspection, the "Regulations" will become an important institutional guarantee for ecological and environmental protection inspections.

The Regulations rely on the practical and theoretical innovation achievements achieved in the 10 years of development of inspections, and solidify effective experience and practices, such as: adopting routine inspections and "look back", special inspections, ecological environment warning films, etc., to become hard-working measures to promote local governments to implement their responsibilities for ecological and environmental protection. This regulation shall come into force on the date of its publication.

In the past 10 years, more than 340,000 environmental petition reports have been accepted and transferred.

The promulgation of the "Regulations on Ecological and Environmental Protection Inspection Work" provides solid institutional guarantees for ecological and environmental protection inspection work. Over the past 10 years, inspections have firmly grasped the "bull's nose" of the ecological and environmental protection responsibility system, maintained a strict tone, and solved a large number of prominent ecological and environmental problems that have been long-term wanted to solve but have not been solved.

It is understood that since my country launched the Hebei Provincial Inspection Pilot Project for the first time at the end of 2015, the central ecological and environmental protection inspection has carried out three rounds of inspections, and has successively exposed 323 typical cases, giving full play to the warning and deterrent role, and sorting out and handing over 744 ecological and environmental damage accountability issues. With the strong promotion of the inspection, problems such as ecological damage to the National Nature Reserve of Qilian Mountains in Gansu, illegal mining in Muli mining in Qinghai, illegal construction of golf courses and villas in Changbai Mountain, Jilin, and illegal construction of Changyao Mountain in Dianchi Lake in Kunming, Yunnan were basically solved.
