The post-disaster recovery "progress bar" is full! A happy life begins a new journey and welcomes "new life" with confidence

CCTV News: Typhoon No. 3, 2024, "Gemei" has had a significant impact on some parts of southern my country. In Zixing, Hunan, the rainfall caused by the typhoon has broken the highest record in the history of the local area. The houses, transportation, arable land and other production and living facilities in 26 villages in 5 townships and 26 villages were seriously damaged. The Spring Festival is coming soon. How is the local post-disaster reconstruction situation? Let’s follow the reporter to take a look.

It has been almost half a year since the flood receded. On the main road of the prefecture of the Prefecture Town, Zixing City, there have been significantly fewer infrastructure vehicles frequently traveling in the past few months, and instead the number of cars returning home is increasing. As one of the earliest public service points to be restored in the town, each express station is particularly busy, and the daily delivery volume is more than three times that of the same period last month.

Huang Renjiang is a postal deliveryman in the town. He told reporters that over the past few months, the goods delivered have gradually become diverse consumer goods such as sockets and rice cookers after the disaster.

The quantity and category of express delivery witness the restoration of local living order. When the express delivery was just restored in August last year, the reporter followed Lao Huang into the village to deliver. Now that I have been on the delivery car again, what I saw along the way is completely different.

For Lao Huang, the progress of the road repair is directly related to the speed of his delivery every time. Now, it takes less than three hours to complete a fixed route for his delivery, which is only half as much as when the delivery was just resumed after the disaster.

The unobstructed postal route makes it more convenient for local local specialties to "come out". Villager Yang Qiaoying has been selling small ginger through online platforms. The flood caused road damage, so she could only store the small ginger into the ginger cellar and postpone the sale. In the past two days, her last 10,000 kilograms of inventory have been handed over to the deliveryman to send to other places.

The affected people move new homes to welcome a new life

Last year, heavy rainstorms in Zixing, Hunan caused several houses to collapse. Floods and mudslides have brought changes to the geological conditions of some residential areas. After evaluation and determination, more than 1,400 areas prone to geological disasters have been designated in the local area. In order to solve the housing problem, a batch of resettlement housing was built in the three towns involved. Just recently, villagers moved into their new homes one after another, preparing to welcome the New Year.

In mid-January, the resettlement community in Zhoumensi Town, Zixing City was completed. As soon as we got the keys for the new home, everyone couldn't wait to plan their new life.

For people who need to relocate, Zixing City has introduced resettlement policies. Whether you choose to purchase a centralized resettlement community or go to the city to buy a house, you will enjoy discounts on deed tax exemptions and loan interest subsidies.

As the Spring Festival approaches, residents who move into their new homes are busy posting Spring Festival couplets and hanging the words Fu, preparing to welcome the new year in their new homes.

As new houses are being built one after another, more emergency disaster reduction facilities are being laid out. In Zhongping Village, 10 upgraded versions of emergency broadcasts are under test. The new broadcast is equipped with solar photovoltaic panels and Beidou modules. In the future, if there is a disaster, the circuit breaker, power outage, or network outage, the emergency broadcast can still be used normally, achieving two-way communication between the affected people and rescue personnel.

The workshop is started again and the farmland welcomes "rebirth"

After a major natural disaster, how to firmly defend the bottom line of preventing large-scale relapse into poverty is the top priority. In the Prefecture-Mensi Town, Zixing City, a series of new explorations have been launched in the local area.

He Huajian is the head of the clothing processing enterprise in Zhoumensi Town. Before the disaster, it was the labor-intensive enterprise with the largest output value in the town. Most of the more than 50 employees who came to work here were people who were lifted out of poverty and disabled people. After Typhoon "Gemei" brought heavy rain, the flood completely submerged his processing workshop of more than 300 square meters.

In order to allow enterprises to resume work and production as soon as possible, town cadres gave He Huajian advice. If you need a factory, you can provide the idle store in the community as a temporary workshop for free; if you need funds, the town cadres took He Huajian to apply for a credit loan of 500,000 yuan to purchase machinery and equipment; if there is no order, the counterpart assistance unit will help them contact upstream and downstream enterprises. In just 7 days, He Huajian's factory resumed production.

One end is busy with production, and the other end is also speeding up construction. In order to facilitate the employment of affected residents at home, the town will open the storefront downstairs of the resettlement community, and use nearly 300 square meters of site as the new workshop of He Huajian's company, and at the same time, it will be exempted from rent for one year. After the Spring Festival, the production equipment and employees of the temporary workshop will be moved into their "new homes" to start construction.

While helping the factory resume normal operation, the local area also carried out a "work-for-relief" project around the restoration and construction of damaged farmland and facilities. Villagers who have not yet made arrangements for migrant workers can enter the project construction to earn labor remuneration. This not only solves the income problem of some villagers, but also allows the arable land to be restored to the level that can be cultivated as soon as possible.

The latest data shows that more than 60,000 mu of damaged arable land in Zixing City have been restored by nearly 40,000 mu, and the rest of the arable land is also being repaired at a faster pace.
