After investigation, Chen Xingai lost his ideals and beliefs, betrayed his original aspirations and mission, was disloyal and dishonest to the Party, read books with serious political problems, and deliberately confronted organizational review; violated the spirit of the Central Eight Regulations, organized weddings, funerals and celebrations in violation of regulations; violated the principles of organization, did not report personal matters in accordance with regulations, and sought benefits for others in violation of regulations in the selection and appointment of cadres; lost the bottom line of integrity, accepted gifts and money in violation of regulations, and condones the relatives to use their position to seek benefits and engage in power and sex transactions; greed and corrupt, and expanded personal desires, used public power as a tool for personal gain, and used the convenience of his position to make profits for others in project contracting, land acquisition and demolition compensation, and illegally accepted huge amounts of property.

Chen Xingai seriously violated the Party’s political discipline, organizational discipline, integrity discipline and life discipline, constituted serious violations of duty and was suspected of bribery crimes, and did not restrain himself or stop after the 18th National Congress of the Communist Party of China. In accordance with the "Regulations on Disciplinary Punishment of the Communist Party of China", "Supervision Law of the People's Republic of China", "Administrative Punishment Law of the People's Republic of China" and other relevant regulations, after research and approval by the Standing Committee of the Hubei Provincial Commission for Discipline Inspection and submitted to the Hubei Provincial Party Committee for approval, it was decided to expel Chen Xingai from the Party; the Hubei Provincial Supervisory Commission will expel him from public office; terminate his qualifications for the representative of the 12th Party Congress of Hubei Province; confiscate his illegal gains; transfer his suspected criminal issues to the procuratorate for review and prosecution in accordance with the law, and transfer the property involved together.
