The "Notice" points out that the vast number of experts and talents are an important part of my country's talent resources and an important force in developing new quality productivity and promoting Chinese-style modernization. Organizing experts and talents to go deep into the grassroots and serve the front line of production is an important measure for the human resources and social security department to implement General Secretary Xi Jinping’s important thoughts on doing a good job in talent work in the new era, give full play to the leading and driving role of experts and talents, help grassroots solve practical problems, and strengthen the construction of grassroots talent teams.

The "Notice" clearly states that it is necessary to gather talent and intellectual resources such as high-level experts, overseas students, postdoctoral fellows, etc., and plan and deploy expert service actions, overseas innocent people serve the country action plan, postdoctoral science and technology service team and other work in an integrated manner. We will solicit demand extensively in the technology, enterprises and production frontlines, and focus on demand to accurately match counterpart experts. Organize experts and talents to promote the development of new quality productivity through "posting the list", technical guidance, joint research, talent training, etc. Improve the mechanisms such as two-way job posting, short-term work, and project cooperation. Establish expert service bases in a planned and layered manner to improve the quality of base construction. Improve and perfect the tracking and evaluation work mechanism, implement full-process tracking and management of demonstration activities for grassroots experts and talents to serve grassroots, and strengthen guidance and supervision of expert service bases. Through media at all levels and types, experts and talents are conducting in-depth publicity and reporting on the work of serving grassroots at experts and talents, and vigorously promote the noble spirit of experts and talents to take root at the grassroots level, selfless dedication, care about the masses, and courage to practice.

The Notice emphasizes that all regions, relevant departments and units should attach great importance to the work of experts and talents in serving the grassroots, strengthen resource coordination, strengthen support and guarantee, attract and gather more experts and talents to widely participate in various grassroots activities, provide support conditions in terms of guidance and coordination, policy formulation, expert recommendation, tracking and evaluation, information exchange, publicity and guidance, and continuously improve the brand cohesion and social influence of experts and talents in serving the grassroots work.
