It is understood that left-behind women in rural areas refer to women whose husbands have been working, doing business for more than half a year and who stays in rural areas to live and live. Strengthening care and assistance for left-behind women in rural areas is an important part of implementing the decisions and deployments of the CPC Central Committee and the State Council and improving the care service system for the "three left-behind" people in rural areas. In 2019, the Ministry of Civil Affairs and relevant departments issued the "Opinions on Strengthening Care and Services for Left-behind Women in Rural Areas". In recent years, all localities and relevant departments have conscientiously implemented the spirit of relevant documents and vigorously strengthened the care and services for left-behind women in rural areas, achieving significant results. But at the same time, some left-behind rural women face practical difficulties such as life, employment, and mental health due to poor physical health, weak labor and employment capacity, excessive family care burden, and lack of spiritual and cultural life. In order to further strengthen precise care and assistance to left-behind women in need in rural areas, the Ministry of Civil Affairs and other departments have studied and formulated the "Action Plan for Precision Care and Assistance for Left-behind Women in need in rural areas" based on in-depth investigation and research and extensive listening to public opinions and grassroots suggestions.

The plan clearly states that the precise care and assistance action for left-behind women in need in rural areas mainly carries out six key tasks: First, establish an information ledger for left-behind women in need in rural areas and update it regularly to ensure that the basic number is clear and the target is clear; Second, ensure basic living security through civil affairs assistance, public welfare and charity, issuance of disability subsidies, and provision of rehabilitation services; Third, strengthen employment and entrepreneurship support through training empowerment, special business assistance, employment promotion actions, and actively develop grassroots governance jobs and public service positions in urban and rural communities; Fourth, actively promote the literature Chemical sports go to the countryside to serve, encourage the holding of rural cultural and sports activities, guide social forces to go deep into the countryside to carry out public welfare and cultural activities, and enrich spiritual and cultural life; Fifth, encourage left-behind rural women to widely participate in village committee elections and village councils and other deliberative consultation activities, increase the crackdown and punishment of illegal and criminal acts that infringe on the legitimate rights and interests of left-behind rural women, and support left-behind rural women to safeguard their own rights and interests in accordance with the law; Sixth, deepen the construction of family education and family style, carry out marriage and family counseling services, provide family education support services, and guide left-behind rural women to jointly build a harmonious and warm family.
