CCTV News: Recently, the State Administration for Market Regulation formulated and issued the "Measures for Supervision and Administration of Food Labeling" (hereinafter referred to as the "Measures for Labeling"), which will be implemented simultaneously with the newly revised "National Food Safety Standards, General Rules for Pre-packaged Food Labeling" (GB 7718-2025). The "Logination Measures" mainly includes 8 aspects, as follows.

First is to solve the problem of "not found" in food dates. The "Logination Measures" stipulate that independent areas should be set up on the main display pages of pre-packaged food labels, and the production date, shelf life and expiration date should be marked. If the independent area is not set on the main display page of the packaging, the words "See a certain part of the packaging" should be marked on the main display page for guidance, so that consumers can easily find the specific date marked.

The second is to solve the problem of "unclear" food dates. The "Logination Measures" stipulate that pre-packaged food labels should be marked with obvious contrast of color dates such as white background and black characters. The minimum height of the font marked on the production date and shelf life expiration date is increased from the current 1.8 mm, and is layered according to the maximum surface area of ​​the packaging. Among them, the minimum height of the font marked on the packaging with the maximum surface area greater than 35 square centimeters (inclusive) is increased to 3.0 mm, and the minimum height of the font marked on the other small packaging is increased to 2.0 mm.

The third is to solve the problem of "not easy to calculate" food dates. The "Logination Measures" stipulate that pre-packaged food labels should be marked in the order of year, month and day, and mandatory labels such as shelf life expiration dates stipulated in national food safety standards to facilitate consumers to directly know the edible period of food without further calculations.

Fourth, overall improve the requirements for food labeling. The "Logination Measures" stipulate that food labels should be clear and obvious, and easy for consumers to identify and read. The mandatory labeling of pre-packaged food labels should be marked with text, symbols, numbers and patterns that are significantly contrasted with the background color, and the height of the font is increased from the current 1.8 mm to 2.0 mm and 2.5 mm according to the maximum surface area of ​​the packaging.

Fifth, it is clear that the content of food labels shall not be marked. The "Tagging Measures" clearly stipulate that the content of food labels shall not be marked with disease prevention and treatment functions, and shall not be falsely described by deception, misleading, exaggeration, etc., shall not violate scientific common sense, violate public order and good customs, promote feudal superstition, and shall not be labeled as "special supply", "special supply", and "internal supply" party and government organs or the army. In order to avoid cheating and misleading consumers with food names, it is required that the food name should reflect the true attributes of the food and reflect the raw materials used in practice.

Sixth, strengthen the main responsibility of food producers and operators. The "Login Measures" stipulate that food producers and operators shall be responsible for the authenticity, accuracy and legality of the food labels they provide, and clarify specific institutions or personnel to review and check the food labels. If the food label content is displayed using information methods such as QR codes on food packaging, it should be consistent with the food label content displayed on food packaging.

7. Strengthen the requirements for online food sales. The "Logination Measures" stipulate that pre-packaged foods sold online should be published on the main sales page of the pre-packaged foods. Providers of third-party platform for online food transactions shall strengthen inspection and monitoring of online food label information, deal with illegal and irregular food label information in accordance with the law, and keep relevant records.

8. Rationally allocate legal liability for illegal acts. On the basis of connecting with the Food Safety Law of the People's Republic of China and its Implementation Regulations and other laws and regulations, the "Tagging Measures" clearly stipulates that while ordering rectification of food labeling and other behaviors, a certain amount of fine may be imposed on the violator.

The State Administration for Market Regulation will take the issuance of the "Login Measures" as an opportunity to organize market supervision departments at all levels to strengthen supervision and management of food labels, urge and guide food producers and operators to improve food labels as soon as possible, fully protect consumers' right to know and right to choose, and effectively protect the "safety on the tip of the tongue" of the people.
