CCTV News: This year's government work report proposes to "carry out large-scale vocational skills improvement training actions to increase the supply of skilled talents in the manufacturing and service industries." Recently, the Ministry of Human Resources and Social Security and the Ministry of Finance launched the "Skills Lighting the Future" training action to see the interpretation of the heads of relevant departments.

From 2025 to the end of 2027, my country will focus on tapping the potential of employment positions, and actively carry out large-scale skill training for key groups such as rural migrant workers who are willing to find employment and training, graduates from school without employment, registered unemployed people, and people with employment difficulties. In the past three years, more than 10 million vocational skills training have been subsidized each year.

Wang Xiaojun, deputy director of the Vocational Capacity Building Department of the Ministry of Human Resources and Social Security, said: "Vocational skills training is an important way for workers to improve their skills and increase their income, and is a key measure to strengthen the cultivation of skilled talents and alleviate structural employment contradictions. We consider the actual situation where workers want to obtain high-quality training and enterprises want to obtain high-level skilled talents, and support workers to obtain skilled employment, skilled talents, and skilled income."

Demand-oriented training and employment collaboration

In recent years, my country has continued to carry out vocational skills training. At present, more than 200 million skilled workers in the country, including more than 60 million high-skilled talents. This training action strengthens demand orientation, understands the employment needs of industry enterprises and the training intentions of workers from the bottom up, forms dynamically adjusted training projects, and announces the number of employees in skilled positions, skill requirements, training content, training duration, training methods, etc. to the public. Workers can first choose employment goals, then determine training intentions based on their own situation, and choose training institutions that suit them.

Wang Xiaojun said that focusing on employment needs and career job requirements in the fields of childcare and elderly care, advanced manufacturing, modern services, new occupations, etc., we vigorously promote the four-in-one training organization and implementation model of "job demand + skills training + skills evaluation + employment services", promote the coordinated linkage of training and employment, and improve the training effect.

The state will also encourage and support enterprises to carry out large-scale pre-job training, job transfer training, high-skilled talent training and apprenticeship training to promote stable employment and increase income of enterprise employees.

Provide necessary training subsidies to improve the level of skills training

What support policies are there for this skill training and how to subsidize enterprises and workers? The relevant person in charge also responded to these issues that everyone is concerned about.

Wang Xiaojun said: "We will raise funds from multiple aspects and increase financial support, and focus on the integration and use of funds from employment subsidy funds, unemployment insurance funds and other channels for vocational training, and provide necessary vocational training subsidies for workers to participate in training."

The state also encourages and guides and supports enterprises to make good use of the education funds for enterprise employees and vigorously carry out vocational skills training for enterprise employees. Skill improvement subsidies will be given to those who obtain the corresponding professional qualification certificate or professional skill level certificate after training and meet the conditions in accordance with regulations.

Wang Xiaojun said: "In places where conditions permit, we are also actively exploring and promoting the training cost sharing mechanism, that is, enterprises, individual workers and governments, everyone shares training funds reasonably and necessary from different perspectives to reduce the cost pressure of workers to participate in training."

In terms of policy support, the country will coordinate policies such as job expansion and labor export that are closely related to training, cultivate and create training brands with local advantages, large training volume and good employment results, and strive to improve the level of training.
