Xinhua News Agency, Beijing, April 25 (Reporters Zhang Xiaojie and Xie Xiyao) The State Council issued an approval on April 25, agreeing to establish a comprehensive cross-border e-commerce pilot zone in 15 cities (regions) including Hainan Island and Qinhuangdao, and at the same time abolish the comprehensive cross-border e-commerce pilot zones established in Haikou, Sanya and Alashankou.

The 15 cities (regions) include: Qinhuangdao City, Baoding City, Erlianhot City, Dandong City, Chuzhou City, Sanming City, Kaifeng City, Xinxiang City, Ezhou City, Shaoyang City, Wuzhou City, Beihai City, Fangchenggang City, Guang'an City, and Bortala Mongolian Autonomous Prefecture.

According to the approval requirements, the construction of cross-border e-commerce comprehensive pilot zones should comprehensively deepen reform and opening up, adhere to innovation-driven development, replicate and promote the mature experience and practices of comprehensive pilot zones, give full play to the positive role of cross-border e-commerce in helping traditional industries transform and upgrade and promoting the digital development of industries, promote the optimization and upgrading of foreign trade, and accelerate the construction of a strong trade country. We must unswervingly implement the overall national security concept, coordinate development and security, and adhere to standardization in development and development in norms. We must protect the rights and interests of personal information and create a good business environment for all types of business entities to participate in market competition fairly.

The approval clearly states that relevant departments of the State Council should strengthen coordination, guidance and policy support for the comprehensive pilot zone in accordance with the division of functions, and effectively play the demonstration and leading role of the comprehensive pilot zone. We will focus on exploring and innovating in technical standards, business processes, regulatory models and informatization construction related links of cross-border e-commerce enterprise-to-enterprise (B2B) methods, and study and introduce more support measures to create a good environment for the development of the comprehensive pilot zone and better promote and standardize the development and growth of the cross-border e-commerce industry.
