CCTV News: According to the National Development and Reform Commission, in 2024, the National Development and Reform Commission, together with relevant departments, will continue to do a good job in labor-for-relief work, and actively broaden the channels for nearby employment and income increase for low-income rural people and urban and rural groups with employment difficulties. By implementing the labor-for-relief policy, a total of 3.32 million low-income people have been recruited and hired in the whole year, an increase of 31% year-on-year; labor remuneration is issued 47.8 billion yuan, an increase of 32% year-on-year.

1. The special investment project for labor-for-relief attracts 360,000 low-income rural people to find employment nearby. The National Development and Reform Commission and the Ministry of Finance issued a central special investment of 11.5 billion yuan for work-for-relief in 2024, an increase of 600 million yuan from 2023, supporting relevant provinces to implement a total of 2,726 special investment projects for work-for-relief. The total year has attracted 360,000 rural people who have been lifted out of poverty, monitored people to prevent poverty, affected people and other low-income groups to work, and 4.1 billion yuan of labor remuneration is distributed, accounting for more than 30% of the central investment. All localities also rely on project construction to carry out public welfare positions such as labor skills training, development and post-construction management and maintenance, and have trained more than 200,000 people working for work for relief throughout the year.

2. Implement labor-for-relief in key engineering projects to drive 2.46 million people to find jobs nearby. The National Development and Reform Commission guides all localities to fully tap the employment potential of key engineering projects, affiliated temporary construction and construction site service guarantee, post-construction management and maintenance, and provide nearby working positions in large-scale areas. In 2024, various places will implement labor-for-relief in key engineering projects invested by the state, province, city and county levels, driving a total of 2.46 million low-income people to find employment nearby and distributing 39.4 billion yuan in labor remuneration. For example, Hebei, Heilongjiang, Gansu, Qinghai and other provinces vigorously implemented labor-for-relief in 1,149 post-disaster recovery and reconstruction projects in North China, Northeast China, Northeast China and Jishishan areas with Beijing-Tianjin-Hebei as the focus, and attracted 165,000 affected people to find employment at their doorsteps throughout the year. Inner Mongolia and Xinjiang, 12 provinces (regions) with the construction of the "Three Norths" project tasks have attracted 74,000 farmers and herdsmen to participate in the construction of forest and grass ecological projects such as sand prevention and control through labor-for-relief. The Quanmutang Reservoir Project in Hunan Province has deeply explored the construction links such as earthwork projects and masonry projects to absorb employment potential through work-for-relief, and has attracted a total of 7,018 local people to work. Sichuan Shudao Group has implemented labor-for-relief in 31 under-construction highway projects, providing more than 26,000 nearby jobs to people along the route.

3. In small and medium-sized agricultural and rural infrastructure projects, labor-for-relief will be implemented to attract 500,000 people to find employment nearby. The National Development and Reform Commission, together with the Ministry of Agriculture and Rural Affairs, the Ministry of Transport, the Ministry of Water Resources, the State Forestry and Grassland Administration and other departments, guides local governments to widely adopt labor-for-relief methods in small and medium-sized agricultural and rural infrastructure fields such as rural living environment improvement, small farmland water conservancy construction, comprehensive management of silted desertification, and the construction of "four good rural roads", to further expand the effectiveness of "relief". In 2024, 30 provinces (autonomous regions, municipalities) and the Xinjiang Production and Construction Corps promoted the labor-for-relief method in 12,000 small and medium-sized agricultural and rural infrastructure projects, absorbing a total of 500,000 low-income rural people to find employment locally and distributing labor remuneration of 4.3 billion yuan. Among them, 24 provinces (autonomous regions and municipalities) have implemented labor-for-relief in 457 high-standard farmland construction projects, and have absorbed a total of 46,000 low-income rural people to find employment nearby.

In the next step, the National Development and Reform Commission will conscientiously implement the spirit of the Third Plenary Session of the 20th CPC Central Committee, the Central Economic Work Conference, and the Central Rural Work Conference, work with relevant departments and localities to persist in all work-for-relief work, promote the implementation of special investment projects for work-for-relief with high standards and high quality, and continue to vigorously promote the method of work-for-relief in various key engineering projects and agricultural and rural infrastructure fields, continue to expand the employment absorption capacity and the scale of labor remuneration payment, and further play the important role of work-for-relief in stabilizing employment, increasing income, and promoting consumption.
