The reporter learned today (30th) that the State Administration for Market Regulation reported the national supervision and random inspection of product quality in 2024:

In 2024, the State Administration for Market Regulation organized a national supervision and random inspection of product quality on 147 products. A total of 25,250 batches of products produced and operated by 23,764 enterprises were organized throughout the year, and 3,601 batches of products from 3,437 enterprises were found to be unqualified, and the unqualified rate of supervision and random inspection was 14.3%.

The scope of random inspection covers 31 provinces (autonomous regions and municipalities) across the country. Guangdong Province has the largest number of random inspection batches, accounting for 26.3% of the total number of random inspection batches, followed by Zhejiang (16.9%) and Jiangsu (9.7%). From the perspective of the random inspection coverage area, the proportion of random inspection batches in the eastern region accounted for 77.9%, the central region accounted for 13.9%, and the western region accounted for 8.2%. The distribution is basically consistent with the pattern of my country's industrial clusters.

From the enterprise scale, the number of large, medium and small enterprises randomly inspected accounts for 2.2%, 4.6% and 93.2% of the total number of enterprises randomly inspected respectively. The failure rate of product random inspections of large, medium and small enterprises is 2.5%, 4.5% and 15.2% respectively. The quality of small businesses still needs to be improved.

From the sampling field, 9,898 batches were randomly inspected in the production field, accounting for 39.2% of the total number of random inspection products, and the failure rate was 6.7%; 8,055 batches were randomly inspected in the circulation field (physical stores), accounting for 31.9% of the total number of random inspection products, and the failure rate was 15.1%; 7,297 batches were randomly inspected in the circulation field (e-commerce), accounting for 28.9% of the total number of random inspection products, and the failure rate was 23.5%. The failure rate of random inspections in the production field fluctuates little and is much lower than that in the circulation field. The failure rate of random inspections in the circulation field (e-commerce) increased by 1.8 percentage points compared with the previous year.

From the distribution of random inspections of each product, the unqualified rate of 9 products such as humidifiers, electric tools (lithium-battery drills), toilet chairs, lifebuoys, servers, automobile tires, hot-rolled steel, plastic disposable dining utensils, tea packaging, etc. were not found to be unqualified; the unqualified rate of 53 products such as gas utensils, portable dry powder fire extinguishers, and toys was less than 10.0%; the unqualified rate of 46 products such as cashmere sweaters, agricultural mulch, fireworks and firecrackers was between 10.0% and 20.0%; the unqualified rate of 39 products such as electronic door locks, phosphorus fertilizers, and children's shoes was greater than 20.0%.

For unqualified products and their production and sales units, the State Administration for Market Regulation has guided local market supervision departments to require unqualified products to stop producing and selling the same product immediately, and strictly prevent unqualified products from flowing into the market; order unqualified products to complete rectification within a time limit, and conduct a timely review of them; seriously investigate and punish quality violations found in random inspections in accordance with the law, and transfer those suspected of committing crimes to judicial organs.

In the next step, the State Administration for Market Regulation will continue to adhere to problem-oriented approach, continuously improve the targeted nature of product quality supervision and random inspections, and strongly reflect on quality and safety risks and public opinion, especially key products involving the safety of people's lives and property, significantly increase the proportion of random inspections, and comprehensively increase the intensity of random inspections of online products, including live streaming and selling goods.
