The consultation requires that we should strengthen monitoring and research on elbows, continuously improve the monitoring capabilities of elbows, accurately predict the opening time of rivers, systematically organize monitoring data, and scientifically study the mechanism of formation and development of clearing ditches and the impact on the opening process. It is necessary to finely dispatch the reservoir, make dispatch rehearsals based on the annual anti-flux scheduling plan, consider the water diversion needs, and comprehensively determine the discharge flow of Liujiaxia Reservoir in late March; according to the development of the influx conditions and the flow of the downstream river, use the Haibowan Reservoir to block and store water in a timely manner to give full play to the role of preventing the influx during the critical period. We must strengthen the use management of split-district, communicate with the Inner Mongolia Water Resources Department in a timely manner, gradually reduce the flow of split-district, and terminate the emergency flood diversion and split-district use before the entire line is opened. We must strengthen publicity on preventing ice protection, comprehensively and accurately reflect the achievements of the Yellow River preventing ice protection work at key nodes, actively respond to social concerns, and create a good public opinion atmosphere for winning the annual tough battle against ice protection.
