Luo Wen said that this year, he will focus on optimizing regulatory methods and vigorously promoting the healthy development of the platform economy, focusing on the following specific measures, mainly in four aspects.
In terms of platform rules, we will adhere to the principle of openness and fairness to promote mutual benefit and win-win results among all parties on the platform.
In response to the prominent problem of the platform's abuse of the refund only rule, resulting in the merchant's shortage of payments for goods, the platform will be urged to clarify the scope of application and specific circumstances of the rules to protect the legitimate rights and interests of merchants.
In response to the prominent problems of the platform's implementation of automatic price follow-up and lowest price rules on the entire network, resulting in intra-copy competition, the platform will be urged to standardize promotional behaviors and protect merchants' independent operating rights.
In response to the prominent problems of lagging regulatory system construction, a regulatory measure for online trading platform rules will be formulated and issued to protect the legitimate rights and interests of all parties to the platform.
In terms of platform charging, we will adhere to the goal of reasonable and transparent, and strive to reduce the burden on small and medium-sized merchants. Currently, merchants on the platform generally report that due to the numerous names, complex calculation methods, opaque platform fees, and fast increase in platform marketing and promotion costs, the cost burden on merchants has increased. In response to the above issues, the platform will be urged to simplify and publicize charging items, optimize the pricing mechanism, guarantee merchants' right to know, and help merchants reduce costs and increase efficiency. At the same time, compliance guidelines for charging behavior of online trading platforms will be formulated and issued to provide clear guidance for platform companies to reasonably charge fees.
In terms of live e-commerce, we will adhere to the focus on standardizing market order and effectively protect the legitimate rights and interests of consumers. In recent years, my country's live e-commerce industry has developed rapidly. While making it convenient for consumers to shop, there are also problems of mixed quality and mixed quality. The prominent problem is that some anchors maliciously hype, engage in false marketing, and counterfeit and shoddy products are more prominent, and consumers have strong reactions to this. In response to the above issues, the platform's audit responsibilities will be strengthened, special sampling of product quality will be strengthened, supervision and law enforcement will be strengthened, false advertising and other behaviors will be cracked down on false advertising, false publicity and other behaviors, maintain fair competition order, and continuously improve the quality of online sales products. At the same time, this year, a supervision measure for live e-commerce will be formulated and issued, a long-term regulatory mechanism will be established, and live transaction behavior will be effectively regulated.
In terms of platform algorithms, we will adhere to the orientation of upward and goodness, and effectively protect the legitimate rights and interests of workers in new employment forms. At present, new employment groups such as takeaway riders and consumers have reported that there are three problems with platform companies: one is the opaque algorithm, the second is the killing of old customers with big data, and the third is the brushing of orders and singular credit. Consumers believe that these problems infringe on their legitimate rights and interests. In response to the above issues, the market supervision department will actively cooperate with relevant departments to strengthen comprehensive governance, urge platform enterprises to improve algorithm transparency, optimize algorithm rules, and effectively protect the legitimate rights and interests of workers in new employment forms.
