Recently, General Secretary Xi Jinping emphasized when listening to the work report of the Jilin Provincial Party Committee and the Provincial Government that it is necessary to promote the deep integration of scientific and technological innovation with industrial innovation, integrate scientific research resources and strength, strengthen the main position of enterprises in innovation, optimize the innovation ecology, strive to make new breakthroughs in a number of major scientific and technological projects, and promote the transformation of scientific and technological achievements into real productivity. In recent years, my country has made significant progress in the construction of a collaborative scientific research innovation system. Since the CPC Central Committee and the State Council issued and implemented the "National Innovation-Driven Development Strategy Outline" in 2016, my country has focused on development, deepened reform, strengthened incentives, and expanded opening up. The series of measures have demonstrated systematic institutional innovation under the guidance of national strategic demand, laying a solid foundation for the deep integration of scientific and technological innovation and industrial innovation.
In February 2020, the 12th meeting of the Central Committee for Comprehensively Deepening Reform reviewed and passed the "Opinions on Promoting High-Quality Development of Infrastructure" to consolidate the foundation of the digital economy. On this basis, the 14th Five-Year Plan issued in March 2021 will upgrade innovation to its core position and clarify the strategy of strengthening scientific and technological self-reliance and self-improvement. These policies build an innovative economic basic framework from multiple dimensions such as infrastructure, institutional guarantees, and resource investment.
Continue the strategic deployment of the "14th Five-Year Plan", in November 2021, the Central Committee for Comprehensively Deepening Reform reviewed and passed the "Three-Year Plan for the Reform of Science and Technology System (2021-2023)" and the "Several Measures to Support the Zhongguancun National Independent Innovation Demonstration Zone to Carry out the reform of high-level science and technology self-reliance and self-reliance", and made new arrangements for the new round of science and technology system reform, aiming to build a system that ensures high-level science and technology self-reliance and self-reliance. In terms of R&D investment, guided by documents such as the "Guiding Opinions on Improving the Evaluation Mechanism of Scientific and Technological Achievements", by 2023, my country's total R&D fund exceeded 3.3 trillion yuan, with an investment intensity of 2.64%. In terms of carrier construction, 32 of the major scientific and technological infrastructure in 77 countries have been completed and operated, and some facilities have entered the world's first echelon.
In response to key technologies, the implementation plan of "Science and Technology Innovation 2030-Major Project" focuses on breaking through intelligent manufacturing, robots, big data and other fields. The Ministry of Industry and Information Technology and the Ministry of Finance have successively issued the "Notice on Supporting the High-Quality Development of "Specialized, Specialized, Specialized, and New" Small and Medium Enterprises" and the "Notice on Further Supporting the High-Quality Development of Specialized, Specialized, Specialized, and New Small and Medium Enterprises", and continuously improve the gradient cultivation system of high-quality enterprises. Data shows that my country has cultivated a total of 215,000 innovative small and medium-sized enterprises, 103,000 specialized and new small and medium-sized enterprises, and 12,000 specialized and new "little giant" enterprises, and cultivated more than 90,000 innovative entities.
Under the strong guarantee of a series of policies, my country's innovation system is synergistic and efficient, enhancing the vitality of innovation and the ability to serve economic and social development, and providing strong support for building an innovative country and a world science and technology power. At present, the deep integration of scientific and technological innovation and industrial innovation still faces many challenges, and there are still problems such as incomplete cooperation mechanisms and low conversion rate of scientific research results between universities, research institutes and enterprises. To solve this problem, it is necessary to further promote the optimal allocation and efficient utilization of scientific research resources. The Guangdong-Hong Kong-Macao Greater Bay Area has made useful explorations in this regard. By integrating the resources of universities, research institutes and enterprise in the region, the Greater Bay Area has built a full-chain innovation ecosystem of "basic research + technical research + achievement transformation + science and technology finance", providing a reference model for regional collaborative innovation.
As the main body of scientific and technological innovation and industrial innovation, the improvement of its innovation capabilities is crucial. At present, some Chinese enterprises have problems such as poor subject awareness, insufficient R&D investment, and weak innovation capabilities in scientific and technological innovation. Therefore, it is necessary to start from policy support, resource allocation and market incentives to stimulate the endogenous motivation of enterprises for innovation. For example, a battery company has continuously consolidated its global market share through the closed-loop innovation model of "R&D investment - technological breakthrough - industrial upgrading". Its original battery products have increased the volume utilization rate to 72%. At the same time, it has also driven the collaborative innovation of upstream and downstream enterprises in the industrial chain through vertical integration of the supply chain and innovative "chocolate battery swap block" model, and formed an internationally competitive industrial cluster. The innovation practices of similar enterprises show that strengthening the leading position of enterprises in innovation and building a virtuous cycle mechanism of "input-output-transformation" is the key to promoting the deep integration of scientific and technological innovation and industrial innovation.
In addition, optimizing the innovation ecosystem is also an important guarantee for promoting the deep integration of scientific and technological innovation and industrial innovation. A good innovation ecosystem can attract and gather innovative resources and stimulate the innovation vitality of the whole society. Zhongguancun has built a good innovation ecosystem through measures such as setting up a science and technology innovation fund, building a science and technology incubator, and improving the intellectual property protection mechanism, attracting a large number of high-tech enterprises and innovative talents to gather. Shenzhen has provided strong financial support for scientific and technological innovation through the development of science and technology finance. These successful experiences show that optimizing the innovation ecology requires comprehensive measures in terms of institutional construction, policy support and environmental creation.
Looking forward, promoting the deep integration of scientific and technological innovation and industrial innovation still requires strengthening top-level design and improving the policy support system. The government should formulate a special plan for the deep integration of scientific and technological innovation and industrial innovation, clarify development goals and key areas, such as increasing the additional deduction of R&D expenses, establishing special funds for scientific and technological achievements transformation, etc., to provide strong guarantees for scientific and technological innovation and industrial innovation. In addition, a collaborative innovation platform for industry, academia, research and application should be built, and universities, research institutes and enterprises should be encouraged to jointly build joint laboratories, technology innovation centers and other platforms to promote the industrial application of scientific research results. In terms of intellectual property protection, efforts should be made to improve relevant laws and regulations, and efforts should be made to crack down on infringement, so as to create a good legal environment for scientific and technological innovation.
