This project is a key project in Qinghai to implement the national "dual carbon" goal and "East and Digital Computing" project, focusing on empowering emerging industries with green electricity and promoting the integrated and innovative development of the clean energy and computing power industries.

The construction scale of China Mobile (Xining) Green Electrical Intelligent Computing Integration Demonstration Base Project (Phase I) reaches 32,000 square meters, the pre-calculation capacity reaches about 3,000P, the investment amount is about 700 million yuan, covering an area of ​​51 mu, and the plan covers the construction needs of 10,000 standard frames. After the project is completed and put into operation, it will serve as an incubation base for China Mobile to integrate production, education, research and application with "computer" in universities, to serve the digital transformation and development of small and medium-sized enterprises.

The project adopts advanced green energy-saving technology to provide services for domestic computing power and model applications. At the same time, the project will serve as an intelligent infrastructure for the development of Xining's digital economy and a carrier for outputting basic AI service capabilities, explore intelligent application scenarios such as digital government, intelligent industries, and smart parks, provide inclusive computing power services to governments, scientific research institutions, enterprises, etc., and promote the intelligent innovative development of traditional regional industries.

Qinghai Province is an important clean energy industry base in my country. Data shows that as of the end of 2024, the installed capacity of clean energy in Qinghai Province exceeded 60 million kilowatts, accounting for more than 90% of the installed capacity of power, and the proportion of clean energy ranked among the top in the country. In recent years, Qinghai has continued to increase its efforts to attract investment in green computing power, and has accelerated the construction of green computing power bases with the innovative model of "plateau green electricity + intelligent computing power" and cultivated and strengthened the green computing power industry.
