CCTV News: Recently, under the unified organization of the Ministry of Water Resources, the Haihe River Basin has fully completed a new round of groundwater over-exploitation zone demarcation work, and the area of ​​groundwater over-exploitation zones in the basin has decreased by 29% compared with 2015.

Scientifically demarcate groundwater over-exploitation areas is an important task clearly stipulated in the "Groundwater Management Regulations". It is an important prerequisite and basis for grasping the regional water resource carrying status, strengthening groundwater supervision and implementing groundwater over-exploitation governance. During this round of demarcation, the Haihe Basin selected 4,368 groundwater station monitoring data from the water conservancy department and natural resources department. By analyzing factors such as groundwater water level change trends, groundwater development and utilization, the demarcation was comprehensively completed. The ICAC, together with relevant natural resources units, completed the review and coordination of the results of the demarcation of various provinces in the basin, formed the results of the basin and cooperated to summarize the national results.

In recent years, the Haihe Basin has continued to implement groundwater over-exploitation management in North China and related key areas, and has gradually formed a systematic governance model of "one reduction and one increase" and a systematic governance measure of "saling, controlling, replacing, and managing", achieving remarkable results. Compared with the previous round of demarcation results in 2015, the area of ​​groundwater over-exploitation areas in the basin has decreased by 29%, and the amount of groundwater over-exploitation and the area of ​​severe over-exploitation areas has been greatly reduced. According to the results of this demarcation, shallow groundwater over-exploitation areas in the Haihe River Basin are distributed in five provinces and cities such as Beijing, Hebei, Shanxi, Henan and Shandong, and deep pressure-bearing water over-exploitation areas are distributed in four provinces and cities such as Tianjin, Hebei, Henan and Shandong. Inner Mongolia Autonomous Region and Liaoning Province have no over-exploitation areas within the basin.

In the next step, the Oceania Commission will, in accordance with the unified deployment of the Ministry of Water Resources, further implement the relevant requirements of the "Regulations on Groundwater Management" and "Regulations on Groundwater Protection and Utilization Management", make full use of the results of the new round of groundwater over-exploitation zone demarcation, and effectively fulfill the responsibilities of the basin management agency "unified planning, unified governance, unified dispatch, and unified management", continue to promote the over-exploitation of groundwater groundwater, gradually achieve the balance of remediation and compensation, and provide more solid water security guarantees for promoting the high-quality economic and social development of the basin.
