By chance, he had the idea of ​​pretending to cheat by police officers from state security organs. Since then, Li Lin deliberately created the character of "special department leader", lied that he had strong connections and had cross-regional investigations and arrests, and deliberately leaked the privacy of others he illegally obtained, making people believe in his identity as a "special department leader". After tasting the sweetness, Li Lin lured and gathered a group of idle people with high profits to form a fraud gang of more than 30 people. By forging official documents and fictitious relationship chains, he confirmed his "leadership identity" and gained the trust of the masses. He also lied that there were major projects involving large amounts of funds that could be rebates high, and many people have been deceived. After obtaining sufficient evidence, the state security organs took decisive action and worked with relevant departments to deal with Li Lin and others seriously in accordance with the law.

Article 279 of the Criminal Law of the People's Republic of China stipulates that those who impersonate a state organ staff member to commit fraud shall be sentenced to fixed-term imprisonment of not more than three years, detention, control or deprivation of political rights; if the circumstances are serious, they shall be sentenced to fixed-term imprisonment of not more than three years but not more than ten years. Those who pretend to be a people's policeman to cheat will be punished more severely in accordance with the provisions of the preceding paragraph.
