The overall goal of this "Action Plan" is: by 2027, a Yinfa Tourism Train Product System will be built with a wide range of routes, rich themes and comprehensive services. The Yinfa Tourism Train Service Standard System will be basically established to form a number of themed tourism train brands. The number of Yinfa Tourism Trains and the number of passenger transport in the number of Yinfa Tourism Trains and the volume of passengers will be significantly increased compared with 2024.

Specifically, the policy proposes a number of measures to increase the supply of Yinfa tourist train services. At the same time, international brand tourism train operators and tourism companies are also encouraged to participate in the development of Yinfa tourism trains.

In terms of strengthening investment and financing support for tourism train development, the policy includes the aging-friendly, green and comfortable transformation of Yinfa tourist trains into the scope of large-scale equipment renewal and consumer goods trade-in support. Guide financial institutions to strengthen support for the technological transformation and equipment update of tourism trains. Places with conditions are encouraged to introduce special support policies for tourist trains.

In terms of expanding tourism train routes and products, the policy proposes to explore tourism resources along the railway and create brand silver-haired tourism routes. Launch quality, comfortable and affordable tourist train products to meet the diverse needs of the elderly.
