Chen Sheng introduced at a press conference of the Ministry of Emergency Management recently that in order to solve the problem of "two skins" of emergency materials in the central and local areas, last year, the Office of the National Disaster Prevention, Reduction and Relief Committee issued and implemented guiding opinions on further strengthening the emergency rescue and relief material guarantee system and capacity building. The emergency material reserve system at all levels across the country has been basically completed, and the materials needed to meet the emergency response are reserved, and the goals and tasks of the "14th Five-Year Plan" will be completed ahead of schedule.

Unified and standardized the national emergency disaster relief material identification, relevant departments carried out research on 25 technical standards for central disaster relief materials, added new new standard materials such as new heating furnaces, and further enriched and improved the quality of central disaster relief materials. An emergency material and government-society coordinated guarantee mechanism has been established to promote the establishment and improvement of relevant mechanisms such as material supply and logistics maintenance.

In addition, in order to prepare for the relief materials for major earthquake disasters, the emergency management department has promoted the sinking of central disaster relief materials to key and dangerous areas of earthquakes, implemented the "county management, township storage, and village use" of central disaster relief materials, and improved the material support capacity under the "three cuts (blocking roads, power outages, and network outages)" in nine provinces including Yunnan and Sichuan.
